Anne Rote

Anne Rote currently serves as Medicaid President for HCSC. She is responsible for developing and executing strategies to strengthen HCSC’s Medicaid operations and increase access to care. HCSC currently provides access to quality health care and related services to more than one million Medicaid members in Illinois, New Mexico and Texas.

Anne has more than 25 years of experience in the development and ongoing operation of health care plans supporting Medicaid, Medicare, and dual eligible members. She previously served as plan president for Molina Healthcare of Texas, vice president of Medicaid for Optum, a United Healthcare company, and as CEO for Aetna Better Health Texas, among other positions. Anne is based out of HCSC’s Richardson, Texas office. She earned an undergraduate degree in economics, political science and policy studies from Rice University and an MBA from Southern Methodist University. Her passion is serving the underserved.
