
Caleb Wallace
Caleb Wallace is the Divisional Chief Legal Officer and Vice President of Health Policy, Contracting, Commercial Products and Business Development for UPMC Health Plan, part of the UPMC Insurance Services Division. He has over a decade of experience in health policy and law with a particular focus on the intersection of U.S. socioeconomic policy and managed care regulation. In his role, Mr. Wallace directs policy analysis and advocacy across all product lines within the UPMC Insurance Services Division including Commercial Group and Individual, Medicaid, Medicare, and CHIP, among others. His responsibilities include oversight of legal and regulatory advisory services for the Commercial line of business, the comprehensive financial and operational evaluation of proposed policy changes, identification and development of advocacy priorities, and the preparation of public statements on legal or regulatory developments. He has authored numerous formal comments to State and Federal regulators, testified before the Pennsylvania Insurance Department and House Insurance Committee, and has represented UPMC Health Plan before both the Office of Medicare Hearings and Appeals and the PA Department of Human Services.
Mr. Wallace holds a Juris Doctor and Certificate of Advanced Study in Health Law from the University of Pittsburgh School of Law, a Master of Public Health in Health Policy and Management from the University of Pittsburgh Graduate School of Public Health, and a Bachelor’s degree in Information Science also from the University of Pittsburgh. Prior to joining UPMC in 2009, he worked with the Pennsylvania Medicaid Policy Center and Pitt’s Center for Public Health Practice, where he supported development of Pennsylvania’s first Public Health Law Bench Book as an authoritative guide for judges during public health crises. In addition to his work at UPMC, Mr. Wallace has been featured as a lecturer for Pitt’s Graduate School of Public Health Master’s and Doctoral programs and serves on the Board of Directors for the River City Brass Band.

Transfers, Cancellations and Refunds Policy
Registrants may transfer their registration to another person at any time by notifying Gabby Palmieri ([email protected]) in writing. Cancellations must be made in writing to Lindsey Beck ([email protected]). Refunds minus a 20% service charge are available for cancellations received in writing 45 days or more prior to the start of the conference. No refunds are available thereafter.
