Donna Lynn Taylor

Donna Taylor is a healthcare leader with more than 2 decades of experience in the design, delivery, management, and administration of behavioral health services. Currently, she is the Behavioral Health Clinical Director for Healthfirst, New York’s largest not for profit health insurer offering Medicaid, Child Health Plus, Medicare and Medicare D-SNP plans. A trusted business partner known for her innovative and collaborative spirit, Donna works side by side with providers, sponsor hospitals, managed care colleagues and state representatives, designing and implementing new clinical models, care management programs and payment methodologies to improve access and outcomes for high-risk individuals and communities. She also serves as Healthfirst’s clinical lead for NYS Medicaid Redesign Initiatives. In this capacity she has been extremely involved in the NYS behavioral health Managed Medicaid carve-in, the launch of NYS Health and Recovery Plans (HARP), the NYS HARP VBP pilot, the NYS BH VBP Readiness Program and most recently, the NYS BH Centers of Excellence Program. Donna enjoys the challenges and rewards that come with working across an evolving delivery system to expand access, promote quality and advance health equity through healthcare payment and system reform.

Donna earned a Master of Science degree in Psychiatric Mental Health Nursing and a Bachelor of Science degree in Nursing from the University of Pennsylvania. She was raised in N.Y. and is an avid Philadelphia Eagles fan.

Transfers, Cancellations and Refunds Policy

Registrants may transfer their registration to another person at any time by notifying Gabby Palmieri ([email protected]) in writing. Cancellations must be made in writing to Lindsey Beck ([email protected]). Refunds minus a 20% service charge are available for cancellations received in writing 45 days or more prior to the start of the conference. No refunds are available thereafter.
