Doug Elwell serves as the Administrator of the Division of Medical Programs for the Illinois Department of Healthcare and Family Services. A senior-level healthcare executive, Doug joined HFS from the Cook County Health and Hospitals System, where he served from 2014 as the Deputy CEO of Finance and Strategy. Doug brought a strong operational and financial background to HFS, including more than 30 years of leadership in healthcare delivery organizations. He is a collaborative leader who is skilled in building effective teams and designing innovative solutions that contribute to organizational and financial performance improvements. Doug earned a Master’s degree in Administration from the University of Notre Dame and a Bachelor’s degree from the University of Wisconsin.

Transfers, Cancellations and Refunds Policy
Registrants may transfer their registration to another person at any time by notifying Lis Diaz (firstname.lastname@example.org) in writing. Cancellations must be made in writing to Lindsey Beck (email@example.com). Refunds minus a 20% service charge are available for cancellations received in writing 45 days or more prior to the start of the conference. No refunds are available thereafter.
