Elizabeth (Libby) Boyce
Libby Boyce is the Deputy Director of the Housing for Health Program (HFH) within the Los Angeles County Department of Health Services (DHS). In her role, she directs the Los Angeles County’s Coordinated Street-Based Engagement, Interim Housing, and the Enriched Residential Care Programs.
Prior to her current position, Libby Boyce was the Homeless Coordinator for the Los Angeles County Chief Executive Office. In this role, Ms. Boyce advised the Board of Supervisors on all homeless related policy, planning and programmatic issues that impact the County. She facilitated several County interdepartmental efforts to develop and implement more permanent housing and corresponding supportive services. Libby led several processes that have resulted in collaborative models of care that address homeless families, single adults and youth.
Libby got her MSW in 1989 from Southern Connecticut State University and has been a Licensed Clinical Social Worker since 1993. Libby spent the first 20 years of her career working with and for people living with HIV/AIDS and has spent the past 15 years working on systems and programs that serve people experiencing homelessness.

Transfers, Cancellations and Refunds Policy
Registrants may transfer their registration to another person at any time by notifying Gabby Palmieri ([email protected]) in writing. Cancellations must be made in writing to Lindsey Beck ([email protected]). Refunds minus a 20% service charge are available for cancellations received in writing 45 days or more prior to the start of the conference. No refunds are available thereafter.
