
Linnea Koopmans
Linnea Koopmans is the Chief Executive Officer for the Local Health Plans of California (LHPC), the statewide trade association representing all 16 of California’s not-for-profit and community-based health plans that collectively cover over 70% of the state’s Medi-Cal managed care population (approximately 9.5 million enrollees). Linnea leads the Association’s legislative and policy advocacy on behalf of the local health plans, advancing their role as essential partners in California’s health care safety net. Her leadership of LHPC is informed by a decade of experience in Medi-Cal policy, a deep understanding of Medi-Cal managed care, and a commitment to the mission of the local plans. She previously served as the Association’s Director of Government Affairs. Before coming to LHPC in 2018, Linnea worked for the County Behavioral Health Directors Association where she shaped statewide behavioral health policy on behalf of California’s 58 county behavioral health departments. Prior to that she supported implementation of the Affordable Care Act at the Los Angeles County Department of Mental Health. Linnea began her career as a case manager for unhoused families which led to her interest in health and social policy. Linnea received a Master of Social Welfare from the University of California, Los Angeles and a BA in Sociology from Westmont College.

Transfers, Cancellations and Refunds Policy
Registrants may transfer their registration to another person at any time by notifying Gabby Palmieri ([email protected]) in writing. Cancellations must be made in writing to Lindsey Beck ([email protected]). Refunds minus a 20% service charge are available for cancellations received in writing 45 days or more prior to the start of the conference. No refunds are available thereafter.
