Lynn Carr, MPA, MPH

Lynn Carr is the Chief of Agency Operations for the County of San Diego’s Health and Human Services Agency, Department of Medical Care Services. In her current role with the San Diego Advancing and Innovating Medi-Cal (SDAIM) team, she has been instrumental to the implementation of the California Advancing and Innovating Medi-Cal (CalAIM) Justice-Involved Initiative. The CalAIM Justice-Involved Initiative allows eligible Californians who are incarcerated to enroll in Medi-Cal and receive a targeted set of services in the 90 days before their release.

Lynn has over 18 years of experience with the County of San Diego leading efforts to improve outcomes for the most vulnerable members of the community. She has successfully led the development and implementation of innovative programs to reduce the cycle of homelessness and incarceration and remains committed to strengthening re-entry services for individuals impacted by the justice system. Lynn has a Bachelor of Science in Criminal Justice from Illinois State University and holds two master’s degrees from San Diego State University in Public Administration and Public Health.
