Michael H. Owens, MD, MPH is a seasoned healthcare executive and board-level advisor with deep expertise in leading complex health systems, managed care organizations, and safety-net networks. He currently serves as Chief Medical Officer of Health Care Los Angeles, where he oversees clinical strategy and performance for the largest independent practice association in the state, supporting 30 federally qualified health centers and community clinics serving more than 720,000 patients.
Dr. Owens brings extensive experience in governance, enterprise transformation, and population health strategy. Previously, he held senior leadership roles at the Los Angeles County Department of Health Services, one of the nation’s largest public health systems, where he served as Director of Medical Affairs and Director of Enterprise Data and Information Management, etc. Chief Data Officer.
A former NASDAQ microcap CEO, Dr. Owens successfully led organizational turnarounds, capital raises, and strategic repositioning efforts. His earlier career includes senior executive leadership roles with national managed care organizations, including Cigna and Molina Healthcare, where he launched and scaled Medicare and Medicaid programs and drove innovation in value-based care models.
Dr. Owens has served on numerous nonprofit and professional boards and currently contributes to public health and equity initiatives through leadership roles with the Los Angeles County Medical Association Public Health and Equity Council and LA Care Health Plan.
A Certified Physician Executive and Vanguard Fellow of the American Association for Physician Leadership, he is board-certified in internal medicine. He did his residency at the University of Washington in Seattle. He earned his MD from Yale University School of Medicine and his MPH in Hospital Administration from the Yale School of Public Health, and holds a bachelor’s degree in chemistry, cum laude, from Bowdoin College.
