Michelle Smith

Michelle Smith is currently serving as the Medicaid Reforms Project Director for the Utah Department of Health and Human Services. With over 26 years of experience at Utah Medicaid, she is currently leading Utah’s implementation of the H.R. 1 OBBBA provisions. She has successfully led other major implementation projects for Utah,including Medicaid Unwinding, Adult Expansion, and the Affordable Care Act. Previously, capacity as Director of the Office of Eligibility Policy, she oversaw the Eligibility Policy team, Medicaid 1115 Demonstration, State Medical Review Board, Buyout program, and Constituent Services. Her diverse background also includes experience as a program specialist and eligibility worker for Medicaid, SNAP, TANF and Child care programs. Throughout her career, she has valued helping people navigate the complex healthcare landscape.
