Pamela Mattel, LCSW, is President and Chief Executive Officer of Coordinated Behavioral Care (CBC), a clinically integrated network of 78 nonprofit organizations advancing the transformation of community-based health and social care. She is a seasoned nonprofit executive with more than 40 years of experience, including over 17 years in senior executive roles leading large, complex service delivery systems across behavioral health, primary care, housing, and social services.
Throughout her career, Ms. Mattel has consistently driven organizational growth, expanded reach, strengthened financial sustainability, and delivered measurable improvements in integrated, whole-person care. Her leadership is grounded in translating policy and system reform into operational excellence, and she is widely recognized for her ability to align mission, strategy, data, and performance across diverse stakeholders.
Ms. Mattel has served as Chief Operating Officer for multiple highly complex organizations with mandates for quality excellence and fiscal stewardship. From 2006 to 2018, she was Executive Vice President and Chief Operating Officer of Acacia Network, one of the nation’s largest Hispanic-led nonprofit health and human services organizations. She later became the inaugural Chief Program Officer at Public Health Management Corporation (PHMC), a Philadelphia-based public health institute managing more than $300 million in revenue and a workforce of 3,000. Immediately prior to joining CBC, she served as Chief Operating Officer of the Institute for Community Living.
A central theme of Ms. Mattel’s work is reimagining how health care and social services are designed and delivered. She brings together providers, payors, hospitals, government partners, and community organizations to advance integrated models such as Certified Community Behavioral Health Clinics, care transition and hospital partnership initiatives, care management, opioid collective-impact responses, and value-based performance strategies grounded in meaningful data and key performance indicators.
Ms. Mattel has been an active contributor to New York State Medicaid Redesign initiatives, including subcommittees focused on health disparities and social determinants of health, and has served on numerous health-related boards and advisory bodies. In addition, her university teaching and national speaking engagements have helped develop the next generation of leaders navigating health system transformation.
Guided by a lifelong commitment to equity and whole-person care, Ms. Mattel brings a mission-driven, systems-level perspective to governance and strategy. She holds a Master of Social Work from Columbia University and completed multiple post-graduate certificate programs.
