Peter Morrison is SVP Strategy & Head of Growth at Pair Team, an AI-enabled medical group delivering whole-person care management for Medicaid, Medicare, and dual-eligible populations across California and expanding nationally.
Peter has spent his career at every layer of the Medicaid and duals ecosystem — beginning in community working directly with safety net providers and community-based organizations, before advising state Medicaid agencies as a consultant at Deloitte. He went on to hold senior roles in Medicaid managed care at both Centene and UnitedHealth Group, developing deep fluency in health plans operations and innovation, state contracting and population health strategies. He now channels that cross-sector experience into healthcare startups driving structural change across the system.
At Pair Team, Peter leads state expansions and payer growth through value-based contracting across managed care, Medicare, and other risk-bearing entities. Pair Team’s published outcomes include a 52% reduction in ED utilization, 26% reduction in inpatient admissions, and $25,000 in annual savings per member, as documented in the Journal of General Internal Medicine (2025). As participants in the CMMI ACCESS Model, Pair Team is expanding AI-native care delivery to extend high-quality care management to broader populations than traditional high-touch models can reach.
