
Susan Philip
Governor Gavin Newsom appointed Susan Philip, MPP Deputy Director, Health Care Delivery Systems at the Department of Health Care Services in April 2021. She is responsible for oversight of three divisions: Integrated Systems of Care, Managed Care Operations, and Managed Care Quality and Monitoring. Her areas of responsibility include the oversight, monitoring, and contract administration of California’s Medi-Cal managed care program, Program of All-Inclusive Care for the Elderly (PACE), the California Children Services (CCS) program, and Home and Community-Based Services (HCBS) Waivers programs. She is also responsible for driving key initiatives under California Advancing and Innovating Medi-Cal (CalAIM) including Community Supports and Providing Access and Transforming Health (PATH).
Prior to her appointment, Susan served in a variety of roles in the health care sector including in leadership positions for over 25 years. For a decade she served in consulting roles at Milliman and Booz Allen Hamilton work with a diverse group of state, federal and private sector clients on driving improvements and transformation in the health care delivery system through value-based and quality initiatives. Earlier in her career, she served in policy analysis roles as Director for the California Health Benefits Review Program, at the University of California, Office of the President in Oakland, CA; and at the Medicare Payment Advisory Commission in Washington, DC. In her volunteer time, Susan has served on boards including a federally qualified health center working with the LBGTQ community as well as people experiencing homelessness. She is currently on the board of directors of SafeHouse, which provides transitional housing and support services for survivors of exploitation and trafficking.
Susan has an AB in Economics and English, from Columbia University, and a MPP in Health Policy and Nonprofit Studies from Georgetown University, McCourt School of Public Policy.

Transfers, Cancellations and Refunds Policy
Registrants may transfer their registration to another person at any time by notifying Gabby Palmieri ([email protected]) in writing. Cancellations must be made in writing to Lindsey Beck ([email protected]). Refunds minus a 20% service charge are available for cancellations received in writing 45 days or more prior to the start of the conference. No refunds are available thereafter.
